A licence to write in a state is not the same as every line being available there. Where the schedule says personal lines, we do not currently write business owner policies in that state, and an agent will tell you so rather than quoting something we cannot bind.

Every rate a carrier charges in the United States is filed with, and in most cases approved by, the state regulator. So is every policy form and every endorsement. Two households with identical risk profiles thirty miles apart across a state line can be quoted very different numbers, and neither quote is wrong.
On top of the filed rate, the loss environment genuinely differs. Lake effect snow, hail frequency, sewer backup exposure in older housing stock, litigation climate and uninsured motorist rates all vary by state and by county. That is what the ZIP code question on the quote form is actually for.
